Who to call in Manotick
Manotick is unusual in having both its MPP and its MP keep constituency offices in the village itself. Below is who represents you, what each level actually handles, and — the part people get wrong most often — which body to call for the things specific to living out here. The short version: potholes, ditches, garbage and by-law go to the City at 311. Anything to do with a septic system goes to the Rideau Valley Conservation Authority, not the City, because the RVCA administers Part 8 of the Building Code on the City's behalf.

What Ward 21 covers, and when the next election is
Ward 21 is Rideau-Jock, renamed from Rideau-Goulbourn in 2020. It takes in Manotick, Richmond, North Gower, Munster, Kars, Burritts Rapids and Ashton — a very large rural ward with one councillor, which is worth remembering when you are deciding whether an issue is worth escalating past 311. The next Ottawa municipal election is 26 October 2026.
311, and what it is actually for
3-1-1 is the City of Ottawa's general service line — TTY 613-580-2401, toll-free from outside Ottawa 1-866-261-9799, with a self-serve request portal at 311.ottawa.ca. Use it for potholes, road and winter maintenance, ditches and culverts on City road allowance, streetlights, garbage and collection problems, by-law complaints (noise, property standards, parking), and trees on City land. You get a service request number; keep it, because that number is what makes escalation to the ward office possible.
It is not for everything. 8-1-1 is Health811 for health advice, free and 24/7. 2-1-1 is for community and social services navigation. 911 is emergencies. Ottawa Police non-emergency is 613-236-1222, and many things can be reported online instead.
The one people get wrong: septic
Septic systems in Ottawa are not a City matter. The Rideau Valley Conservation Authority administers Part 8 of the Ontario Building Code on the City's behalf through the Ottawa Septic System Office, and it handles permits, inspections, alterations, replacements, decommissioning, septic record searches and complaints. Its head office is at 3889 Rideau Valley Drive, right here in the village — 613-692-3571. You may pump or clean your own tank; almost everything else needs a permit. The RVCA also issues the Section 28 permits required for work near water, in a floodplain, on steep slopes or in wetlands.

The community organisations, and what each actually does
Manotick Village & Community Association (MVCA) — the residents' association. Three jobs: advocacy, events, communication. Its advocacy files are the ones that shape the village — planning and development, the transportation master plan, traffic, walkability, the Manotick Secondary Plan. It runs Shiverfest, the community garage sale, the soapbox derby and the holiday decorating contest. president@manotickvca.org.
Manotick BIA — the business improvement area, trading as Manotick Village. Promotes the village as a destination, keeps the business directory, runs Taste of Manotick and the Tique' Boutique. 1096 Bridge St, 613-762-9692.
Rural Ottawa South Support Services (ROSSS) — the one to know if you have an older parent out here. Non-profit health and social services for older adults and people with disabilities: transportation, Meals on Wheels, home support, caregiver support, adult day programmes, foot care and friendly visiting. Head office 1096 Bridge St, 613-692-4697. It also runs A Friendly Voice, a phone line at 613-692-9992.
Manotick Culture, Parks and Recreation Association (MCPRA) — volunteer-led, and the reason a lot of the park infrastructure exists. Current projects include Centennial Park enhancement, pathways and water access. It runs the outdoor rinks, family skate nights and cleanups. Membership is $20 a family.

Development in the village
If a development application affects you, the MVCA tracks them and the City assigns a planner to each file. Planning issues are also the most common reason to contact the ward office directly rather than 311 — a service request handles a pothole; it does not handle a rezoning. Note also that septic capacity constrains development in the village core, which is why applications on Manotick Main Street routinely include a septic assessment.
